Expérience
As an independent consultant, I participate in assignments in the following activities: (i) preparation and review of agribusiness, financial inclusion, and capacity building programs/projects; (ii) advice on project implementation and (iii) preparation of proposals for financial request as well as Sector evaluation and feasibility studies. In this regard, my responsibilities include but not limited to:
* Financial management and accounting for projects (tracking and projecting spending by projects and funding agencies,
accounting, internal project audits).
* Ensure all project financial activities are in compliance with donor requirements.
* Monitor overall budget management with regular updates on expenditures and availability of funds
* Develop procurement solicitations and recommendations for potential providers of needed goods and services in
accordance with in house procedures and donor requirements
*Lead the overall management of finance, administration, procurement, operations, recruitment, and logistics,
* Coordinate the preparation of annual and medium-term budgets for the unit’s activities and projects in different countries,
* Oversee financial expenditures in accordance with the pre-elaborated budget,
* Review quarterly operational and financial reports from implementing partners to assess their financial sustainability,
monitor progress in sub-project implementation identifying problems for effective resolution
* Review and analyze the provided documentation to justify the expenditures,
* Review disbursement applications from project teams to ensure that all conditions and requirements precedent to
disbursement are satisfied and that internal rules and procedures are complied with, prior to approval and payment
* Conduct senior management meeting to discuss observed deviations in the execution of the budget,
* Manage funds flow, ensure appropriate allocation of resources to the principal expenditure categories of goods, works
and services and manage the use of the Special Accounts,
* Conduct quarterly internal control of the Special Account and reconcile with the reported expenditures in the quarterly
financial reports,
* Liaise with and reply to correspondence from and provide information on disbursement related issues to FIFC3,
beneficiaries and borrowers,
* Conduct loan and grant disbursement missions to verify statements of expenditures, resolve disbursement issues, verify
expenditure control measures and general compliance with relevant agreements and policies,
* Develop and implement internal control measures to ensure accurate and timely financial reports from the project fields,
* Conduct the analysis of the project performance report and the budget execution and propose corrective adjustments,
* Proactively ensure quality in assessing the adequacy of financial management of projects with budgeting, policies and
procedures, internal controls, accounting, financial reporting, and auditing,
* Control funds flow to assure accurate allocation of resources to their respective expenditures,
* Oversee the internal audit and coordinate the external audit,
* Elaborate and coordinate responses to queries from Governing Council members with respect to the statutory Budgets
and Work Program Performance reports,
* Assess the financial reporting and management of projects, and advise on any improvements to be applied,
* Draft and review the procurement, financial management, and reporting sections in the project appraisal reports;
* Advise the coordinator and other technical staffs of the unit on the procurement procedures to adopt in each step of the project cycle;
* Oversee the recruitment process of the individual consultants for the fund in accordance with the Bank’s individual consultant recruitment procedures;
* Liaise with SNFI to solve any procurement related issues for appropriate resolution;
* Serve as HQ liaison to country and regional offices as it relates to the financial management of projects
mainly funded by USAID and the Bill and Melinda Gates’ foundation,
* Oversee accounting and administrative teams in Abidjan (Cote d’Ivoire) and Accra (Ghana),
* Coordinate the preparation of the annual budget and the periodic reports,
* Supervise the analysis of the financial reports and the provision of recommendations for improvements,
* Lead the finance team to prepare invoices, financial reports, accruals, and other financial deliverables. Track project
expenses and cash received from the donor,
* Guide in monitor cash flow and reconciling cash accounts to keep with the budget requirements,

and CRIG’s systems.

*Ensure all project expenditures and contracts are following the terms and conditions of donor agreements by
conducting regular desk audits as well as occasional in-field audits.

implementation, aligning system configuration with operational processes and policies

*Conducted a national assessment tour to identify all credit unions members of LCUNA
