  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Monitoring and Reporting Specialist Consultant ; 
  1. The objective of the Monitoring and Reporting (M &R) Specialist is to articulate, design and structure a monitoring and reporting framework for Desert to Power Initiative. The specialist will prepare a theory of change for the DtP and work within the DtP Taskforce and with other teams implementing DtP projects to track results, project impact and outcomes based on the theory of change. The M & R Specialist will guide the overall strategy and implementation of the DtP Initiative’s M & R system and provide timely and relevant data for project management and reporting to stakeholders. 

The Specialist is also expected to develop and provide capacity building to strengthen the DtP Initiative’s Monitoring and Reporting systems and practices and generate evidence-based feedback for policy formulation and project planning. The M&R Specialist will focus on collecting, collating, and assessing data and information required for monitoring and reporting on indicators capturing outputs, outcomes, and impacts detailed in the approved work plans and Results Framework. 

The mission will involve the following activities :

  • Prepare a Theory of Change for the Desert to Power Initiative
  • Develop core indicators to track achievement of the overarching goals of the DtP ;
  • Review the M & R needs and plans of the DtP Initiative and extract appropriate indicators to monitor the outcomes and inputs of the Initiative ;
  • Develop and oversee the implementation of a comprehensive DtP Monitoring and Reporting (M & R) framework or toolkit ;
  • Monitor the implementation of the DtP Initiative’s work program and suggest metrics for monitoring impact to ensure that work objectives are met ;
  • Provide technical input on Monitoring and Reporting parameters to improve planning, programming and implementation of the DtP Initiative ;
  • Produce quarterly DtP M&R progress reports ;
  • Monitor and ensure the consistency of data collected across the DtP Initiative in each of the focus countries and pillars ;
  • Mentoring and training of the DtP team to foster capacity building on M&R knowledge ;
  • Measure and provide inputs on relevant DtP indicators for including in the African Development Bank’s publications as deemed necessary ;
  • Regular follow up on the DtP Initiative progress as per the work plan key performance indicators and agreed targets ;
  • Provide evaluation reports and indicators promptly to consolidate information and update the Results Framework ;
  • Develop and maintain a comprehensive M & R database to monitor the indicators and results of the DtP Initiative and contribute to the maintenance of that database ;
  • Assist the DtP Initiative Team in drafting a reporting framework, capturing both qualitative and quantitative impact data measures ;
  • Conceptualize, in coordination with the relevant departments, initiatives on communicating DtP results to a broader audience ;
  • Perform other ad hoc activities as deemed necessary by the DtP Team.
  1. REQUIRED PROFILE :

The Monitoring and Reporting Specialist shall have the following expertise and qualifications :

  • Be a citizen of a member country of the AfDB (regional or non-regional) ;
  • Master’s degree or equivalent in international development, evaluation, environment, energy or related field ;
  • An advanced certificate in Monitoring and Reporting would be an added advantage ;
  • Have at least a minimum of 10 years of work experience in Monitoring and Reporting in either the private or public sectors, with a solid understanding of Monitoring and Evaluation principles and Results Frameworks ;
  • Ability to structure and design a theory of change and implement the same ;
  • Knowledge of and proven track record in using a range of results formulation and reporting methods (quantitative and qualitative) and familiarity with relevant evaluation codes of conduct and ethics ;
  • Demonstrate fluency in written and verbal communication skills in English and working knowledge of French ;
  • Excellent research and data collection methodology skills ;
  • Sector experience in energy, specifically renewable energy will be an advantage ;
  • Excellent organizational skills and attention to detail ;
  • Exceptional technical skills, including ability to process and analyze data using one or more statistical packages.
  1. The Power Energy Climate and Green Growth (PEVP) Department invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ; 
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ; 
  1. The duration of services is one (01) year renewable subject to satisfactory work, and the estimated starting date is 1 July 2022 ;

  1. ESTABLISHMENT OF THE SHORT LIST : 

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their updated resume.
